秋田県出身。ミシガン州立大学で国際関係学を専攻。
卒業後、ホテル業界での勤務を経て再渡米し、ジョージ・ワシントン大学エリオット国際関係大学院を修了。在学中はユースホステルで生活し、世界各国の人々との交流を通じて多様な視点に触れる。
大学院修了後、日系メディアのワシントン支局に20年以上勤務。外交・安全保障を中心に国際報道に携わり、取材・執筆、政府高官への英語インタビュー、現場でのプロデューサー業務、撮影、大規模取材のロジスティクスなど幅広く担当した。
2025年4月に独立。現在はフリージャーナリストとして、日米関係、米国政治・社会、国際情勢を中心に記事執筆、リサーチ、メディアコーディネートを行う。日英両言語で対応。

Born in Akita, Japan, I majored in International Relations at Michigan State University.
After working in the hospitality industry in Japan, I returned to the United States to pursue graduate studies at the Elliott School of International Affairs at George Washington University. During this period, living in a youth hostel allowed me to engage daily with people from diverse backgrounds and broaden my global perspective.
After earning my master’s degree, I spent more than 20 years at the Washington bureau of a major Japanese media organization.
Focusing on diplomacy and national security, I covered international affairs, conducted interviews in English with senior government officials, produced on-site reporting, handled filming, and coordinated logistics for large-scale news coverage.
In April 2025, I became an independent journalist. I specialize in U.S.–Japan relations, U.S. politics and society, and global affairs, providing reporting, research, and media coordination services in both Japanese and English.

I interviewed Paul Hersey, a former Japanese-language interpreter at the White House, about his path to becoming an interpreter, the professional standards required in high-level diplomatic settings, and the critical importance of preparation and psychological readiness in assignments that can shape international affairs.

Drawing on visits to local stationery stores, including Jenni Bick, which houses one of the city’s largest notebook and journal collections, I found that Japanese stationery is valued not only as writing instruments but also as tools for mindfulness and reflection.

As the first Japanese White House pool reporter, I filed real-time English reports to over 500 journalists and senior U.S. officials.What are White House Pool Events?
These are restricted-access events attended by the President, First Lady, Vice President, or other senior officials, with only a dozen journalists allowed.
What is a White House Pool Reporter?
A small team of about 13 journalists, photographers, and technicians covers the event on behalf of the entire press corps.
My Experience
I was assigned as a pool reporter 13 times across the Obama, Trump, and Biden administrations.
• Print Pool Reporter: Responsible for writing and distributing the main real-time report.
• Foreign Pool Reporter: Focused on the words and actions of foreign dignitaries when they meet the U.S. President.

This morning there was a discussion about international girls' education on 4th floor of the Eisenhower Executive Office Building.

Experts on this issue participated in the discussion, and there was a pooled spray at the top of the roundtable. First Lady, Michelle Obama, dropped by.

All of the participants were women except for one gentleman (not counting your pooler.)

Your pool was ushered into the room at 11:02 a.m.

Your foreign pool counted 18 people were there including Mrs. Obama and her chief of staff, Tina Tchen.

Mrs. Obama was on the opposite side of the table from your pool.

A transcript will be released by the White House, but some highlights are as follows;

Mrs. Obama started off by speaking on the tragic kidnappings in Nigeria.

According to the office of the First Lady, this was her third time talking about the kidnappings. The first time was when Mrs. Obama delivered her first solo weekly address on Saturday, May 10, in honor of Mother's Day.

She also talked about the kidnappings when she gave the commencement speech at Dillard University in New Orleans, LA also on Saturday, May 10. In addition, She posted a photo of herself captioned, "#BringBackOurGirls" on Instagram.

She said, "What has been going on in Nigeria is a tragic reminder of what young girls all over the world are facing trying to get education, now that we have the world's attention, we have to seize upon this moment and take the opportunity to really push to make some significant changes."

Next, Mrs. Obama underscored how important education is for millions of girls around the world who are not at school "not because they don't want to be school. It's because they don't have opportunity."

She said to the experts attending that countries are stronger when their women and girls are being educated.

"One of the things I tell kids here in the United States is I want to see them in their seats in class because every child in America has a school to go to, but that's not the case around the world."

She said we need to inspire kids in the United States to utilize and understand the privileges they have and not take it for granted, and to lift up this issue and figure out how to strategically change the lives of young girls.

Finally, she said to the experts attending that she wanted to hear their thoughts and their suggestions on how someone like her can use her platform effectively.

Konnichiwa or hello from the White House.
My name is Taka Abe with Japan's Nippon Television. It’s my pleasure to be your FLOTUS print pool reporter this afternoon covering First Lady Dr. Jill Biden's tree planting ceremony with Mrs. Kishida Yuko, spouse of Prime Minister Kishida Fumio of Japan, on the White House South Grounds.

As a reminder, in official documents, Japan changed the way Japanese names are written in English by placing the family name first, the same way they are written in Japanese. So Kishida is her family name, and Yuko is her fist name.

Dr. Biden and Mrs. Kishida will participate in a tree planting ceremony of a new cherry tree on the White House South Grounds in honor of the long standing friendship between the United States and Japan.

According to the office of the First Lady, the new sapling is a Yoshino cherry tree, which was propagated from a cutting of one of the existing cherry trees that was planted on the South Grounds in July, 2017. This tree may grow up to 40 feet tall in its lifespan. Across the White House Grounds, there are currently 23 cherry trees.

Dr. Biden will host Mrs. Kishida for a luncheon at the White House before the tree planting ceremony. It will be closed press.

*Who is Mrs. Kishida?

Mrs. Kishida Yuko was born on August 15, 1964 in Miyoshi, Hiroshima Prefecture.

In 1987, she graduated from Tokyo Woman's Christian University, and joined Mazda Motor Corporation.

In 1988, she married Prime Minister Kishida Fumio when Mrs. Kishida was 24 years old and Prime Minister Kishida was 31.

The couple has three sons.

Mrs. Kishida doesn't talk about her daily life with Prime Minister Kishida a lot, but she has shared some stories in the past.

During an interview with a Japanese magazine, Mrs. Kishida said when she first saw her husband she knew he was the man she would probably marry.

When the couple appeared on Instagram Live, Mrs. Kishida revealed that their first date was the MAHARAJA, a legendary high-end disco in Roppongi, Tokyo.

*Why is Mrs. Kishida visiting the White House alone today?

According to the Japanese Government, this visit is at the invitation of Dr. Biden, and Mrs. Kishida is her guest of honor.

On January 13th, Prime Minister Kishida visited the White House to meet President Biden, but Mrs. Kishida didn't accompany with him, as Dr. Biden had just undergone surgery to remove a small lesion above her right eye two days before the visit, and was unable to meet with Mrs. Kishida.

According to a Japanese source, Dr. Biden proposed Mrs. Kishida's visit to the White House this month.

This is the first time that the spouse of the Prime Minister of Japan will make a solo trip to the United States at the invitation of the First Lady of the United States.

There are only several spouses of foreign leaders who have visited the White House to meet Dr. Biden at her invitation, including Ukraine's first lady, Olena Zelenska.

*Mrs. Kishida's schedule

Yesterday, after arriving Washington, D.C. from Tokyo, Japan, Mrs. Kishida visited the National Cherry Blossom Festival and the National Museum of Asian Art. Today, after visiting the White House, Mrs. Kishida will visit Howard University to meet students who participated in the KAKEHASHI Project, a government funded grassroots exchange program. She will leave Washington, D.C. tomorrow on Tuesday, the 18th.

Subject: FLOTUS Pool Report #3 (4/17/23)-Tree planting ceremony

Dr. Biden and Mrs. Kishida arrived at the tree planting ceremony site on the White House South Grounds near the Jacqueline Kennedy Garden at 1:34pm.

Dr. Biden wore a white dress with a floral pattern with a pink blazer. Mrs. Kishida wore a light pink sakura colored suit and a matching skirt, both commemorating the sakura cherry blossom tree planting with shades of pink in their fashion.

Dr. Biden made very brief remarks.

She said, "Yuko, welcome to the White House, welcome to the United States. The planting of this tree is a symbol of the friendship between our two nations forever and ever."

She joked "this is how you always plant a tree--in heels" afterward.

Dr. Biden and Mrs. Kishida used golden shovels and dumped shovelfuls of dirt around the tree.

They had a photo session in front of the tree and left without taking any questions at 1:36pm.

Pool was led into the Oval Office at 09:52 am on my watch for a pool spray at the top of POTUS and Chinese President Hu meeting.
The spray was really quick.
When pool entered the room, President Hu was talking to the POTUS via translator, and heard POTUS say "Washington is quite far south," but it was hard to hear their conversation.
The foreign pool saw both presidents in the room, as well as Chinese officials standing near President Hu.
They took no questions, shook hands, and pool was ushered out at 9:52am, staying there about a minute or so.
It was my first pool duty, and saw lots of Chinese press, and it was kind of wild when entering the Oval Office, I thought.

Pool was ushered in one of the main entrances at 2:46PM.

A military honor cordon from Washington DC lined the both sides of the drive way.

POTUS came out at 2:57 PM, and stood at doors for a minute, then PM Abe’s vehicle arrived.

Both leaders shook hands, and ignored questions from pool and went inside.

1:1 bilat meeting between POTUS and PM Abe was supposed to be a closed press event, but pool was escorted inside from the entrance at 3PM.

Pool was ushered in 1:1 bilat at 3PM.

Both leaders took a seat on the sofa, and made some remarks.

POTUS said they will discuss about trade, military, security, etc.

PM Abe (spoke in Japanese) expressed appreciation for “Donald” who invited him to Mar-a-Lago again. He also said they will having an in-depth discussions mainly on two topics, North Korea and the economy.

POTUS said the possible meeting with Kim Jong-un will be probably in early June or a little before. He also mentioned they will play round of golf, if possible, tomorrow morning..
At the end, David Nakamura asked the location of the summit between POTUS and Kim Jong-un, and POTUS said “We‘re looking at five different locations.”
Pool was ushered out at 3:11PM.
I asked about the five locations to a US official afterward, but he simply said “I don’t know.”

The Pool was ushered in again for the restricted bilat at 3:55PM.

Please check official transcript, but… at first, POTUS talked about the Japanese delegation, and he said:
“Thank you all for being here. I just want to say that your representatives look right out of a movie. You’re absolutely perfect. So I think that’s very nice. I’m very impressed. It’s great to have both of our representatives with us.”

Regarding the US-North Korea summit, he said the US has not picked up a site, but picked 5 sites.
He also said the US has started talking directly at extremely high levels.

PM Abe (in Japanese) said they already had a very in-depth discussion on North Korea and economic issues during the 1:1 bilat meeting.
He said on those two points, “We actually successfully forged a mutual understanding so I am very happy to see the outcome of 1:1 discussion.”

He also said major change in terms of North Korea’s behavior is because of unwavering conviction and determination from “Donald.”

PM Abe nodded his head when POTUS said he would bring up abductee issues to Kim Jong-un when he will meet.
PM Abe (in Japanese) said he was very grateful.

Your foreign pool saw huge 5 HMI lights. A Japanese videographer told me that those must be the biggest size of HMI lights.

At about 7:17PM, both leaders and their spouses walked along the greens of the estate.

POTUS held hands with FLOTUS while walking.

They stopped walking for a photo op, and POTUS spoke quick remarks.

“We’re getting a lot of things done. A lot of great things between our two countries. Thank you for being here. We appreciate it.”

At the end of the walking, POTUS was asked several questions.

Q: Have you guys discussed about tariffs yet?
A: We will.

Q: Have you been speaking directly with Kim? Have you been speaking directly with him?
A: Yes.

Later Sarah Sanders sent the following statement.
In regards to talks with Leader Kim Jong Un:

“The President said the administration has had talks at the highest levels and added that they were not with him directly.”

A Japanese reporter (in Japanese) asked PM Abe about visiting Mar-a-Lago again, and he said (in Japanese) “TANOSHINDE MASUYO (I’m enjoying it).”

Konnichiwa from Haneda International Airport where it’s 86 ºF (or 30 ºC), unseasonably high temperature for this time of year.

It’s my pleasure to be your foreign pool reporter today as a Japanese journalist covering the White House.

While waiting for AF1’s arrival here, I would like to share some background information about President Trump’s visit to Japan.

This is his 2nd visit to Japan as the President, and his first state visit.

President Trump and Japanese Prime Minister Abe have held more than 40 talks (including phone calls) since President Trump’s inauguration.

3 meetings in 3 months!

Since President Trump said that he will be going to the G20 Summit in Osaka, Japan, President Trump and Japanese Prime Minister Abe will have met every month between April and June.

April (Washington DC and Virginia, USA):
4/26:Bilat, Restricted Bilat, Expanded Bilat, and Dinner at the White House
According to the Government of Japan, the meetings cumulatively lasted about 105 minutes (Bilat 45 min, Restricted Bilat 25 min, and Expanded Bilat 35 min)
President Trump, Mrs. Trump, Prime Minister Abe & Mrs. Abe had dinner to celebrate Mrs. Trump’s birthday.

4/27 Golf at Trump National Golf Club in Sterling, Virginia
According to pool reports, both leaders stayed at the club for about 5 and a half hours.

May (Tokyo, Japan):
This is a state visit for President Trump and the First Lady, Mrs. Melania Trump. They will be the first state dignitaries to meet Japan’s new emperor since his enthronement on May 1, 2019. President Trump is expected to make a state call with Emperor Naruhito, meet PM Abe, and participate in a state banquet.
During the visit, he is also expected to attend the final day of a sumo wrestling tournament.

June (Osaka, Japan):
President Trump is planning to participate in the G20 Summit. This will be first G20 in Japan.

While he was in Japan last time…

President Trump’s first visit was in November, 2017, and it was an official visit (NOT a state visit).
He arrived at Yokota Air Base (NOT Haneda International Airport), and made remarks to service members.
He played golf with PM Abe and professional golfer, Mr. Hideki Matsuyama.
He also had dinner with the First Lady, PM Abe and Mrs. Abe at Ginza Ukai Tei. According to a pool report, they had Hokkaido scallop and Tajima beef steak.
President Trump and the First Lady made a state call with then Emperor Akihito and Empress Michiko.
The President and the First Lady also met with families of North Korean abductees and participate in a state banquet.

New era

Emperor Naruhito ascended to the Chrysanthemum Throne after his father’s abdication. It was the first time in more than 200 years a Japanese emperor stepped down.
Japan renames their era when there is a new emperor. Accordingly, when Emperor Naruhito formally ascended to the throne, new era, Reiwa, began.

Please check official transcript, but his remarks about US-Japan relations are….

at first POTUS talked about alliance between US and Japan is strong and relationship with PM Abe is very special.
He said “relationship with Japan never been closer,”

With regarding trade talks with Japan, he said that US and Japan are hard at work negotiating a bilat trade agreement which is benefit for both countries, and Japan has had a substantial edge for many years, but it’s okay, getting it a little more fair.

He said he hopes to address trade balance, and remove barriers exports. The deal will ensure fairness and reciprocity in US-Japan relationships.

POTUS also mentioned Toyota’s investments in the US and Softbank and DENSO.

POTUS said he hopes economic ties between US and Japan continue to grow deeper and stronger in the new REIWA era.

With regarding trade negotiations with China, he also said that it seems working quite well.

Deputy Press Secretary Hogan Gidley already outlined bilat/trilat meetings per a print pool report by Alex Leary.

POTUS will attend a number of meetings with 9 world leaders while in Osaka, including Prime Minister Morrison of Australia, Prime Minister Abe of Japan, Prime Minister Modi of India, Chancellor Merkel of Germany, President Putin of Russia, President Bolsonaro from Brazil, Crown Prince Mohammed Bin Salman of Saudi Arabia, President Xi of China, and President Erdogan of Turkey.

As a leader of the host nation, Prime Minister Abe of Japan will also conduct a number of meetings with world leaders. We are on the way to the RON (Remain Over Night) where POTUS will have a working bilateral dinner with Prime Minister Morrison of Australia.

According to the government of Australia, PM Morrison was sworn in as Australia's 30th Prime Minister on August 18, 2018.

The 2019 Australian federal election was held on May 18th. A number of Australian media reported that the results stood in stark contrast to pre-election polls, and it was miracle election win.

After the elections, on his victory speech, PM Morrison even said he always believed in miracles and these were the quiet Australians who won a great victory tonight, according to the PM's website.

Prior to departing for Osaka, when asked what his message will be when he meets with President Trump and Chinese President Xi, PM Morrison talked about the importance of US and China coming to the table and recognizing that there are some genuine issues. He said, "It's not the G2, it’s the G20 and for those two nations to create a context for a broader global prosperity of which they will be key beneficiaries. They will benefit more than anyone, anyone by the global economy getting stronger."

Regarding to the US-China relationships, Prime Minister Morrison said that it may take longer than we hoped, but as long as we are always making progress then that is cause for optimism.

POTUS said congrats on PM Morrison's tremendous and fantastic victory which he said didn't surprise him.
PM Morrison said there is no better, stronger, or deeper relationship than US-Australia relationship.
POTUS took several questions from Australian press.
Q: Going to Melbourne for the President's Cup?
A: I would like to. It might not be easy, but I would like to. That's a big deal.
Q: America first is for many allies sometimes seems America alone? or countries like Japan and Australia, for example trade?
A: We've been very good to our allies. We work with our allies. We take care of allies. Generally speaking I've inherited have massive trade deficit with our allies, and we even help allies militarily.
We do look at ourselves more positively than ever before.
We have a little bit trade deal going, and worked out very well for both of us, especially when it comes to great allies, Australia would be right there.

Good morning or Ohayo Gozaimasu. It's a beautiful day at the White House.

My name is Taka Abe with Japan's Nippon Television. It’s my pleasure to be your foreign pool reporter today as a Japanese journalist who has covered the White House since the George W. Bush administration. Today, Prime Minister Suga makes an official working visit.

According to Japanese and US government announcements and sources, here are parts of his known schedule.
Yesterday, Thursday April 15
Prime Minister Suga departed Haneda Airport, Tokyo, Japan around 7am ET (8pm LT).
He arrived at Joint Base Andrews around 8 pm, overnighting at Blair House.

Today, Friday April 16
Prime Minister Suga had a breakfast meeting with former Ambassador Caroline Kennedy at 8am, and participated in a wreath-laying ceremony at Arlington National Cemetery at 9:30am.
He will meet Vice President Harris in the Vice President's Ceremonial Office at 11am.
He will meet with President Biden at the Oval Office at 1:30pm (closed press), and participate in an expanded bilat meeting in State Dining Room at 2:30pm.
Both leaders will hold a joint press conference in the Rose Garden at 4:15pm.
Prime Minister Suga will participate in a CSIS Webinar and will deliver remarks on his vision for the Japan-U.S. Alliance at 6pm.

Subject: POTUS Foreign Pool Report #2 (4/16/21)-Background information

First, I would like to correct my 1st foreign pool report. Yes, tomorrow is Saturday. It is Tomorrow, Saturday April 17, NOT Friday, April 17....

While waiting for Japanese Prime Minister Suga's arrival here, I would like to share some background information about his visit to the White House.

<Who is Yoshihide Suga?>
Mr. Yoshihide Suga, who is 72 years young, was born on Dec 6, 1948 to a family of strawberry farmers in rural Akita Prefecture, in the northern part of Japan. (For the record, your foreign pool reporter was also born in the same prefecture!)

Mr. Suga has a black belt in Karate. He likes sweets, and doesn't drink.
Speaking of his eating habit, he lost about 30 pounds by going on a morning soup curry diet almost 10 years ago.

Mr. Suga was the chief cabinet secretary under Prime Minister Shinzo Abe for almost 8 years from Dec 2012-Sep 2020, and became the longest-serving chief cabinet secretary in the country. The main jobs of the chief cabinet secretary are to serve as the chief spokesperson of the government, usually holding press briefings twice a day, and to coordinate policies among the ministries and agencies. Mr. Suga specifically focused on domestic issues during his tenure.

He held his regular press briefings more than 3,200 times while serving the chief cabinet secretary. He had a famous morning routine, waking up at 5am, doing 100 sit-ups, and going for a 40 min walk.

When Mr. Suga visited Washington on May 2019, he enjoyed a morning walk around the White House. His favorite book is "It Worked for Me: In Life and Leadership" by Colin Powell and Tony Koltz which has become a bestseller in Japan after Mr. Suga mentioned that he drew inspiration and guidance from it during his time as chief cabinet secretary.
Mr. Suga became Japan's 99th Prime Minister on September 16th, 2020 succeeding Mr. Shinzo Abe, the longest-serving prime minister in the country. Prime Minister Suga continues his morning walk routine.

<Official working visit to US during the COVID-19 pandemic>
Prime Minister Suga received 2 shots of the Pfizer vaccine on March 16 and April 6 respectively in Tokyo.
Neither his wife, Mariko, nor any cabinet members are on the trip with him.
According to Japanese sources, the size of the delegation accompanying Prime Minister Suga is around 80, a little bit smaller than usual. All delegation members including journalists have received 2 shots of the COVID-19 vaccine ahead of the trip.

<PM Suga's past engagements with President Biden>
Prime Minister Suga had a congratulatory phone call with President-elect Biden on Nov 11, 2020 (ET)
Prime Minister Suga had a phone call with President Biden on Jan 27.
Both leaders participated in G7 Leaders' video conference on Feb 19.
They also participated in the first-ever Quad leaders summit via video conference along with Prime Minister Morrison of Australia and Prime Minister Modi of India on March 12.

<Has President Biden visited Japan?>
He visited Japan in Jan, 1979 as a Senator, and then in Aug 2011 and Dec 2013 as the Vice President.

<Some firsts achieved in and around this visit>
Today President Biden hosts Prime Minister Suga at the White House for an official working visit. This is President Biden's first in-person meeting with a foreign leader, and as the White House says, it reflects the importance of the bilateral relationship and the friendship with the Japanese people.
This is Prime Minister Suga's first time meeting with President Biden and Vice President Harris.
Secretary of State Anthony Blinken and Secretary of Defense Lloyd Austin also visited Japan last month. It was their first foreign trip and first in-person talks with foreign counterparts.
President Obama also hosted Japanese Prime Minister Taro Aso at the White House on Feb 24, 2009 as his first meeting with a foreign leader.

Japanese Prime Minister Suga's vehicle (black van) arrived at the doors of the West Wing at 1:32 pm.
He came out from the vehicle 10 sec later. He was greeted by the Chief of Protocol.
I believe the Presidents (at least in the case of George W. Bush and Barack Obama whom I covered) usually do not greet foreign leaders as they arrive at the West Wing, with the exception of President Trump.
A military honor cordon lined the both sides of the driveway.

Pool was led into State Dining Room at 3:08 pm for a pool spray at the top of PM Suga and POTUS expanded bilat meeting.

Freedom, democracy, human rights, and the rule of law, are the universal values that link our alliance that is prevalent in the Indo-Pacific, and this is the very foundation of prosperity and stability of the region and the globe.

Since POTUS is not planning to attend the summit today, I will not actually cover any events today as the foreign pool, but I would like to share some information.

According to a senior administration official, the schedule of the summit is as follows:

- The Biden-Harris Administration releases the first-ever U.S. Pacific Island Strategy.
- Sec. Blinken hosts the Pacific Island leaders at the State Department.
- Sec. Raimondo and Amb. Bianchi meets with the leaders to discuss about economic, investment, and trade ties.
- Special Presidential Envoy for Climate Kerry hosts a lunch with the leaders to discuss climate issues.
- The leaders attend a dinner at the Coast Guard HQ to discuss maritime issues including enhancing maritime domain awareness and countering illegal fishing. The participants include NSA Sullivan, and Sec. Mayorkas.

Tomorrow, Thursday Sep. 29
- Pacific Island leaders meet with business groups at the Chamber of Commerce.
- Speaker Pelosi hosts the leaders for lunch with a bipartisan and bi-cameral group.
- President Biden hosts in the U.S.-Pacific Island Country Summit at the State Department.
- President Biden welcomes Pacific Island Leaders to the White House, and hosts a dinner for them.

I would like to share some general background information about the U.S. Pacific Island Country Summit. Hope it helps.

The U.S. Pacific Island Country Summit Up Till Now:
- President George Bush hosted the Pacific Island Nations-United States Summit in Hawaii in 1990.
- President Obama also met leaders from the Pacific Islands and delivered remarks at the Pacific Islands Conference of Leaders (PICL) in Hawaii in 2016.
- Today and tomorrow the Biden-Harris Administration hosts the first U.S.-Pacific Island Country Summit, and it will be the first time for Pacific Island leaders to visit the White House.
- I believe there are several definitions of the Pacific Islands countries, but at least the following countries should be included as the ones: Cook Islands, Fiji, French Polynesia, Kiribati, Micronesia, Marshall Islands, Nauru, New Caledonia, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

According to an administration official, all Pacific Island countries have been invited. Leaders from Cook Islands, Fiji, French Polynesia, Micronesia, Marshall Islands, New Caledonia, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, and Tuvalu participate in the summit. Nauru and Vanuatu send their representatives.
Australia, New Zealand, and the Pacific Islands Forum (PIF) Secretary General attend as observers.
Guam is a member of the U.S. delegation.
The same official said that since it's very challenging, and a long way for these leaders to travel from the region, the United States is very grateful with the participation.

The Goal of the Summit:
According to a senior administration official, the goal of the summit is fundamentally to meet the Pacific Island leaders where they live. Kurt Campbell, Deputy Assistant to the President and Coordinator for the Indo-Pacific, also said that the goal of the summit is not just to listen to the leaders of the Pacific Island countries, but put substantial resources and commitments in dozens of areas. He said that this is a region that has been disappointed before. Sometimes expectations get raised and unfulfilled. What the United States is going to try to do is to fulfill those expectations.

Biden-Harris Administration's engagements with the Pacific Island Countries:
Some of the engagements in the past are below.
- Sec. Austin met President Kabua of Marshall Islands at the Pentagon. (Sep. 27, 2022)
- Sec. Blinken chaired the first ministerial meeting of the Partners in the Blue Pacific (informal mechanism to support the Pacific Islands region among Australia, Japan, New Zealand, the UK, and the US) in New York (Sep. 22, 2022)
- Deputy Sec. Sherman attended the 2022 Pacific Islands Conference of Leaders (PICL) in Hawaii (Sep. 13, 2022)
- John Kirby, NSC Coordinator for Strategic Communications, said that the United States was disappointed in the Solomon Island's decision not to provide diplomatic clearance to the Coast Guard Cutter Oliver Henry for a stop there for refueling and resupply on Aug. 23. However, the United States was pleased the US Navy hospital ship, Mercy, received diplomatic clearance and was able to take port there on Aug. 29. (His virtual gaggle on Aug. 29, 2022)
- Deputy Sec. Sherman visited Samoa, Tonga, Solomon Islands, Australia and New Zealand (Aug. 3-9, 2022). On the visit of Solomon Islands, Deputy Sec. Sherman led a US delegation including U.S. Amb. to Australia Caroline Kennedy to commemorate the 80th anniversary of the Battle of Guadalcanal (Aug. 6-8, 2022)
- VP Harris participated virtually in the annual leaders' meeting of the Pacific Islands Forum, which took place in Fiji (July 12, 2022)

Subject: POTUS Foreign Pool Report #3 (9/28/22)-Some Facts

I would like to add some diplomatic and economic facts as my last background information.

Diplomacy:
- As I mentioned on my previous pool report, leaders from Cook Islands, Fiji, French Polynesia, Micronesia, Marshall Islands, New Caledonia, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, and Tuvalu participate in the summit. Nauru and Vanuatu send their representatives.
- Countries in the Pacific region that do not have formal diplomatic ties with the United States are: Cook Islands, French Polynesia, New Caledonia, and Niue.
- Countries in the Pacific region that have formal diplomatic relations with Taiwan are: Marshall Islands, Nauru, Palau, and Tuvalu.
- The Solomon Islands and Kiribati switched diplomatic recognition from Taiwan to China in 2019. The Solomon Islands signed a security agreement with China in April 2022.

Economy:
- The United States has the Compact of Free Association (COFA) agreements, U.S. economic assistance, with Micronesia, Marshall Islands, and Palau. The agreements with Micronesia and Marshall Islands will expire next year, and the one with Palau in 2024. An administration official said the United States will fulfill its historic commitments by completing these negotiations successfully.

Subject: POTUS Foreign Pool Report #1 (Background information on PM Kishida and his schedule) April 10, 2024

Good morning or Ohayo gozaimasu from the White House.
My name is Taka Abe with Japan's Nippon Television. It’s my pleasure to be your foreign pool reporter today covering Japanese Prime Minister Kishida Fumio's official visit to the Unites States.
As a reminder, in 2019, Japan changed the way Japanese names are written in English in official documents by placing the family name first, the same way they are written in Japanese. So Kishida is the Prime Minister's family name, and Fumio is his fist name.

While waiting for Prime Minister Kishida's arrival here, I would like to share some background information about his official visit to the White House.

Mr. Kishida Fumio, 66, has been the Prime Minister of Japan since October 4, 2021. He was Minister of Foreign Affairs for about 4 years and 8 months, making him the longest-consecutively serving foreign minister in postwar history of Japan.
In 2016, as foreign minister, Mr. Kishida helped actualize President Obama's historic visit to Hiroshima.
Mr. Kishida is known for being an enthusiastic drinker. When he served as foreign minister, he reportedly competed with Russian Foreign Minister Lavrov to see how much vodka they could drink and still continue their diplomatic discussions.
Mr. Kishida attended a public elementary school in Queens, New York from the 1st to 3rd grades when his father, a government trade official, was assigned to work in New York. He has joked in the past that he has a "hint of a New York accent."
He has three sons with his wife, Yuko, who made a solo trip to the White House last April at the invitation of Dr. Biden. It was the first time that a spouse of the Prime Minister of Japan had done so.

<PM Kishida's Schedule>
PM Kishida is staying at Blair House while in DC. He is accompanied by 3 ministers, Foreign Minister Kamikawa, Economy, Trade and Industry Minister Saito, and Education Minister Moriyama.
According to Japanese and US government announcements and sources, PM Kishida's main schedule is below.

Mon. April 8:
- Left Japan and arrived at Joint Base Andrews

Tue. April 9:
- Participated in a wreath-laying ceremony at Arlington National Cemetery
- Met with Brad Smith, Microsoft's Vice Chair and President, and had a lunch with U.S. business leaders at the U.S. Chamber of Commerce
- Had discussions with the next generation of leaders in U.S.-Japan relations at the Willard InterContinental Hotel
- Attended a tree planting ceremony for Daniel Inouye's 100th anniversary of birth at the Japanese American Memorial to Patriotism During World War II
- Arrived at the White House for a guest book signing and official gift exchange
- Had dinner with President Biden, Dr. Biden and his wife Yuko at BlackSalt

Wed. April 10:
- Participates in official visit events at the White House including the official arrival ceremony, bilat meeting, joint press conference, then later, arrival back for the State Dinner, photo op, and the State Dinner
- PM Kishida also attends a cherry blossom tree planting ceremony with Deputy Secretary Campbell at the Tidal Basin in the afternoon

Thur. April 11:
- Will participate in events at the U.S. Capitol including meetings with Speaker Johnson and Congressional leadership, after which he will address a joint meeting of Congress
- Will participate in a luncheon at the Department of State afterward
- Will participate in the first trilateral U.S.-Japan-Philippines leaders' summit at the White House
- After completing his trip to DC, PM Kishida will depart DC for North Carolina

Fri. April 12:
- In North Carolina, he will visit Toyota and Honda facilities, attend a luncheon hosted by Gov. Cooper, meet with Japanese international students, Japanese business leaders, etc.

Sat. April 13:
- Will leave NC for Japan

Sun. April 14:
- Will arrive in Japan

According to NSA Jake Sullivan and Dr. Mira Rapp-Hopper, NSC Senior Director for East Asia and Oceania, some of deliverables we should expect from the Biden-Kishida meeting are below.
1: Announcement to bolster our defense and security cooperation to enable greater coordination and integration of our forces to ensure they are optimally postured and linked to one another
2: Major announcement on civic space cooperation as we lead the way on space exploration and returning to the Moon
3: Announcement on significant research partnerships in areas including AI, quantum, semiconductors, and clean energy
4: Highlighting Japan's role in global diplomacy and development
5: Announcement on important new initiatives to further foster cultural connections and promote closer people-people ties

<Topics That May Be Discussed During the Meeting Between President Biden and Japanese Prime Minister Kishida>

Security Partnership:
According to the Financial Times, President Biden and PM Kishida will announce "plans to restructure the U.S. military command in Japan to strengthen operational planning and exercises between the nations."
When Deputy Secretary of State, Kurt Campbell, participated in a discussion hosted by CNAS last week, he described the meeting as historic for the updating and massive modernization of the U.S.-Japan security partnership.
Both leaders are expected to agree to strengthen military and weapons development cooperation between both countries. According to Dr. Campbell, what we will see during the meeting will be steps for the first time that will allow both countries to "work more collaboratively on joint development and potentially co-production of vital military defense equipment." He said these steps are "the most important developments on the global stage."
Dr. Campbell also talked about a potential role for Japan in Pillar 2 component (focusing on the advanced capabilities) of the AUKUS, nuclear submarine co-production partnership by the United States, Great Britain, and Australia. Pillar 1 focuses on submarines and nuclear propulsion programs. On Monday, AUKUS Defense Ministers released a joint statement and confirmed that they are considering cooperation with Japan in Pillar 2, advanced capability projects.

Regional and Global Issues:
President Biden and PM Kishida are expected to discuss about issues including North Korea, the Taiwan Strait, Russia/Ukraine, the Middle East, non-proliferation, etc.
On North Korea, Japanese Ambassador to the United States, Yamada Shigeo, was recently asked about a potential breakthrough in Japan-North Korea relations during a discussion event hosted by CSIS. Amb. Yamada said that PM Kishida thinks if Japan can establish a productive relationship with North Korea, it will be beneficial to Japan, North Korea and to the region. According to Amb. Yamada, PM Kishida also thinks that we have to see if we can resolve all issues of concern such as missile, nuclear, and abduction issues, but recent statements from North Korea indicate that they are not ready to deal with those issues.

Economy:
Nippon Steel's bid for US Steel is not an agenda for both leaders as PM Kishida said "it is a matter for private companies" during an interview with a Japanese newspaper, the Nikkei.
Senior U.S. Administration Officials also said that both leaders will not discuss about US Steel.
Both leaders are also expected to discuss and announce how to strengthen cooperation in advanced technology such as Artificial Intelligence (AI) and semiconductors.

Other Issues:
Both leaders may discuss cooperation on space and cyberspace.
On Monday, U.S. Ambassador to Japan, Rahm Emanuel talked about placing a disaster relief depot center (hub) during an event hosted by CSIS. He said it will be a "real contribution" given the anticipated rise in the number of natural disasters going forward that both countries would need to respond to collectively.

Although I can't find a formal explainer on the difference between a state visit and an official visit from government websites, in general, a state visit is for a head of state, and an official visit is a visit by a head of government.
I also can't find formal definition of gun salute numbers and what they symbolize for foreign dignitary visits, but in general, a 21 gun salute is for a state visit and a 19 gun salute is for an official visit.

According to the White House, President Biden has hosted 3 state visits and an official visit as listed below, making PM Kishida the fifth foreign leader that President Biden has hosted as a state guest since taking office in January 2021. Four out of five of the state guests have been Quad members, underscoring the U.S. focus on Indo-Pacific security partnerships.

June 22, 2023 (Official State Visit by Prime Minister Modi of India)
- President Biden and Dr. Biden hosted PM Modi at the White House for dinner the previous night.
- At the state dinner, PM Modi recalled his 2014 trip to the United States. He joked how then-Vice President Biden was concerned and wanted him to eat at a banquet when he was on a religious fast. PM Modi said, "Well, today I'm making up for it."

April 26, 2023 (State Visit by President Yoon of South Korea)
- President Biden and Dr. Biden visited the Korean War Memorial with President Yoon and his wife Mrs. Kim the previous night.
- During the post-state dinner entertainment, President Yoon accepted a microphone from President Biden and sang a verse of "American Pie" after President Biden encouraged him to do so. The audience gave the singer a big applause at the end.

Dec. 1, 2022 (State Visit by President Macron of France)
- President Biden and Dr. Biden dined with President Macron and Mrs. Brigitte Macron at Fiola Mare the previous night after attending the National Christmas Tree Lighting.
- At the state dinner, President Macron emphasized how France and the United States shared same values and principles and said, "this is how to build our future and how to work together for climate, to fight against inequality, for inclusive societies, to unify our nations."
- According to the New York Times, President Biden stayed late sipping soda and chatting with President Macron until 12:30am.

Since Japanese Prime Minister Kishida will visit the U.S. Capitol tomorrow, here is some background information about the visit.

He will be the first Japanese prime minister to address Congress since April 2015 when the late Prime Minister Abe delivered a speech titled "Toward an Alliance of Hope."

PM Kishida said during an interview with a Japanese newspaper, the Yomiuri Shimbun, that his address to Congress will show "the general direction of the future that Japan and the United States are trying to leave for the next generation."

According to a joint statement from the "Big Four" Congressional leaders, the visit "symbolizes both nations' commitment to peace and prosperity and to an international community that promotes democracy, security, and stability."

PM Kishida will address a Joint Meeting of Congress, not a Joint Session.

According to the Senate, joint sessions typically are held to hear an address from the President of the United States or to count electoral votes. Joint meetings typically are held to hear an address from a foreign dignitary or visitors other than the President.

Japanese PM Kishida and his wife Yuko arrived at the South Lawn portico and exited their vehicle at 10:02 am.
They were greeted by POTUS and FLOTUS. The two couples went over to the dignitaries from both countries to shake hands and exchange a few words.

After POTUS and PM Kishida walked on the stage, the Japanese national anthem, Kimi Ga Yo, was played followed by the U.S. national anthem, as a 19 gun salute was fired.

POTUS delivered his remarks first followed by PM Kishida who delivered his remarks in Japanese. There was consecutive interpretation for both remarks.
PM Kishida talked about cherry blossom (sending 250 new cherry trees), U.S.-Japan relationships, global partnerships, U.S.-Japan alliance as Sakura no Kizuna, etc.

POTUS and Japanese PM Kishida held a joint press conference in the Rose Garden from 1:23 pm to 1:53 pm.

Per English translation, here are some highlights from PM Kishida's remarks and answers.

President Biden and I have met and talked countless times and confirmed our shared notion that we are at the crossroads and that Japan has been leading the international community at a historic turning point in order for Japan, the US, the Indo-Pacific region, and the world to enjoy peace, stability, and prosperity into the future. We must resolutely defend and further solidify a free and open international order based on the rule of law.
I explained that, based on our national security strategy, Japan is determined to strengthen our defense force through acquisition of counter-strike capabilities, increase our defense budget, and other initiatives, and was reassured by President Biden of his strong support for such efforts. In this context, we confirmed again the urgency to further bolster the deterrence and response capabilities of our alliances and reinforce security and defense cooperation to increase interoperability between the US forces and our Self-Defense Forces, including improving our respective command and control frameworks. We will discuss specifics as we plan for the next Japan-US Two-plus-Two.
The President and I also discussed various challenges faced by the international community.

Vice President Biden and Dr. Biden host a dinner for Vice President Xi at their residence, the Naval Observatory, and Vice President Xi's arrival is pooled press.
While the foreign pool was waiting for an escort at the main entrance of the NavObs, Vice President's motorcade arrived at 6:04pm.
Pool was ushered in the front drive of the Vice President's residence at 6:38pm.
There were about 15 poolers from US and Chinese sides, smaller than I expected.
A military honor cordon by the Military District of Washington lined both sides of the front drive.
It was really dark and hard to see, but your foreign pool only recognized Secretary of Defense Panetta arriving at 6:49pm, but full guest list and menu provided by the office of the Vice President are at the bottom of the email.
Vice President Biden and Dr Biden came out to greet Vice President Xi, and his motorcade arrived at 6:59pm.
Both vice presidents shook hands, Dr Biden, who wears a sequined dress, joined a very quick photo session in front of the entrance.
Both vice presidents and Dr Biden smiled, Vice President said, "Thank you all very much," and they went inside the residence.
Pool was ushered out at 7:02pm.

Background:
Vice President Xi arrived in the afternoon at Joint Base Andrews yesterday, and met President Obama, Vice President Biden, and other senior Administration officials today.
This is one of the reciprocal visits by both vice presidents, and Vice President Biden visited in China on August last year.
When Mr Biden was in Beijing last summer, he stopped by a small restaurant, which specializes in intestines soup for a lunch.
Right after his visit was reported via internet, many people lined up to experience what he ate.
According to Reuters, Vice President Biden and his entourage ordered five bowls of noodles, 10 steamed buns, etc and this, so-called "Biden Set," became very popular.

- The meeting is scheduled for 4:45 pm in the Vice President's Ceremonial Office in the Eisenhower Executive Office Building.
- Your pool was COVID tested earlier today.
- This morning VP Harris was in New York where she appeared on "The View" remotely after two of the co-hosts tested positive for breakthrough COVID cases right before her scheduled in-studio appearance.
- On the show, she said that they are strong women and that she knows they will be fine.
- She also said: "it really does speak to the fact that they are vaccinated and vaccines really make all the difference because otherwise we would be concerned about how hospitalization and worse."
- According to Sabrina Singh, VP Harris's deputy press secretary, the Vice President did not have contact with the hosts before the show, and her schedule today will continue as planned.

It is an honor to greet you and receive you in our official office. It's good to see you PM (Suga) again and thank you for being a host to my husband when he attended the Paralympics. PM (Morrison) it's good to see you in person after a lengthy telephone conversation where we discussed many issues of mutual importance. Today is an important day. You had a meeting with the President where we renew the partnership we have based on mutual interest and shared challenges. Today we will discuss our partnership, challenges, be it the pandemic and our desire to end the pandemic. Our concern to addressing the climate crisis. To discuss what we can do as partners in terms of shared and mutual prosperity and assist our neighbors and friends. We discussed what the pandemic made clear about supply chain issues. Whether it's cyber security issues, defense security issues with the AUKUS partnership we announced that week. It's good to be here in Washington and close the week of reaffirming our strong alliances and the 70th year of the ANZUS alliance.

- PM Kishida exited the vehicle without wearing a mask.

- VP Harris spoke first, followed by PM Kishida in Japanese.
- Per the English translation, PM Kishida said: "I look forward to exchanging views today on various topics including US-Japan alliance, establishing a free and open Indo-Pacific, and a space cooperation that I know you are very, a you're eager about.
